English Councils Intend to Sell Off Community Hubs and Sports Centres to Balance Books

According to a recent survey of local authorities, UK councils are planning to offload social clubs, athletic facilities, and retail spaces as they rely on a fire sale of assets to stabilize finances.

Growing Financial Pressures Prompt Asset Sales

A coalition of councils for major urban areas in England reported that 60% of councils are intending to dispose of properties to meet the escalating costs of adult and children’s social care.

Councils have in the past come under fire for disposing of public land and open spaces to shore up their budgets, but they argue they must continue to raise vital cash from property disposals or declare themselves bankrupt.

The group noted that a significant number of councils attempting to raise money from a quick sale of assets represented “a clear change from 2024, when the largest share (60%) of municipal officials stated they would prioritise restructuring services and utilising savings to weather growing fiscal pressures.”

Detailed Cases of Proposed Disposals

Medway Council in Kent announced its property management strategy featured the disposal of a retail complex in a local town and a community venue in another town to generate 20 million pounds over the next half-decade.

  • Gillingham golf club and commercial properties held in Worcestershire and Suffolk, which all generate rent for Medway council, will also be disposed of under the plan.

Council Tax Increases and Wider Financial Pressures

The survey of local authorities in the coalition, which includes several urban centers, further found that more than 70% of councils will need to increase local levies next April to cover the growing cost of essential services, higher levels of homelessness, and a persistent accommodation deficit.

Medway council explained it will proceed with asset sales after sharp increases in the cost of youth support, special educational needs and disability (Send) provision, adult social care, and short-term housing.

“We are taking innovative approaches but some of these require time to achieve both improved services and financial savings,” said a council leader.

He added: “We face population challenges which will continue to add to the strains we have. As a local government body, we had a 91% cut in our revenue support grant from 2010-24, which is extremely difficult.”

National Patterns and Forecasts

Research of regional authorities recently further found local finances being stretched by the growing number of children and adults needing Send support.

The County Councils Network said that council deficits will hit 4.4 billion pounds a year by 2029, as they struggle to cope with rising needs.

Government officials have delayed planned reforms to the special educational needs framework until next year after a policy document setting out those changes was recently delayed.

Deprivation and Financial Gaps

According to the latest indices of deprivation (IMD) for UK local authorities, several participating urban areas were among the most disadvantaged in England.

  • “Participating urban centers like several major towns rank in the top 30 across the country under the 2025 IMD measures,” said the study.

“While only a single urban area is among the top 10 for disadvantaged communities countrywide, urban areas are far more likely to be in the most deprived fifth of the nation. The data highlights the scale of difficulties facing local leaders across key cities in the next twelve months,” the analysis added.

“Local government leaders have been clear about the need for a equitable and lasting financial structure that reflects and addresses the real levels of disadvantage and demand,” said Michael Mordey.

“Lacking this, local authorities will continue to face impossible choices around which vital provisions to fund, and which to cut, to the disadvantage of their residents.”

A fifth of councils have cut or compromised social care provision in the past 12 months, the survey revealed.
